Abstract

China, considered a country with a millennial civilization and currently one of the most developed economies in the world, has excelled in various sectors, especially in science, technology, and innovation. In this context, the state plays a central role in supporting and developing these areas by formulating and promoting specific public policies. This leading role is evident in the so-called “four modernizations,” a strategy adopted by the government to strengthen sectors considered fundamental, including scientific and technological development, considered the fourth modernization. As part of this effort, the Chinese government has developed high-tech zones with the aim of promoting innovation in different areas and regions of the country. These zones, known as Chinese technology parks, are central instruments of the national science, technology, and innovation policy. It is against this backdrop that this article aims to systematize the way in which ST&I policies are structured in China, highlighting the case of the Zhongguancun Technology Park, considered the Chinese Silicon Valley. The methodology used in this study was based on a survey and analysis that allowed us to understand the functioning and dynamics of this technology park, which houses other sub-parks in its area.
