Abstract

The study analyzes the relationship between public management and decision-making predictability, highlighting the impact of Law No. 13,655 of 2018 on the motivation, efficiency, and legal certainty of administrative decisions. The research is justified by the need to improve public administration, reducing legal uncertainty and promoting a more predictable and well-founded decision-making environment. In the academic field, it contributes to Public Law by analyzing the challenges and impacts of the rule, expanding the debate on its application and offering subsidies for managers and control bodies. The main objective is to investigate how the legislation influenced the qualified motivation of public decisions, strengthening legal certainty and predictability in state management. To this end, the bibliographic review is adopted as the main method, based on doctrine, case law, legislation, and scientific articles. The organization of the research follows theoretical approaches, with content analysis to identify patterns and impacts of legislation on public administration. The results demonstrated that Law No. 13,655 of 2018 improved the basis for administrative decisions, limiting subjective interpretations and promoting greater institutional stability. Furthermore, decision-making predictability improves public governance and encourages investment. The study concludes that the law represents an advance in public administration, but suggests empirical research to evaluate its practical application. Comparative investigations between federative entities and studies on the perception of managers and control bodies are recommended, aiming to strengthen efficiency and transparency in public management.
